The General Office of the Ministry of Commerce recently issued Document Shang Ban Mao Han [2026] No. 383, approving Jiangsu New United Goderich Aviation to conduct global bonded aircraft maintenance operations outside of special customs supervision zones. As the first project of its kind in Jiangsu Province, it will significantly facilitate the alignment of the Yangtze River Delta’s aviation maintenance industry chain with international standards.

Decoding the "Bonded Maintenance Outside Special Zones" Model and Understanding New Business Paradigms
"Bonded maintenance outside special zones" refers to a model wherein aircraft maintenance enterprises—located outside of customs-supervised special zones—import foreign aircraft requiring repair under bonded status. These enterprises conduct inspections, repairs, and related operations at their existing facilities, subsequently re-exporting the aircraft or completing other prescribed formalities in accordance with regulatory requirements. This business model allows foreign aircraft and associated maintenance materials to be managed under bonded supervision, thereby reducing capital tie-up during importation, streamlining cross-border customs clearance and material management processes, and enhancing the overall operational efficiency of international maintenance services.
As the global aviation industry accelerates its recovery, aircraft maintenance—a core sector of the aviation value chain characterized by high technical barriers and significant value-added potential—is witnessing sustained market demand and vast growth prospects. Leveraging policy incentives and flexible, efficient operational mechanisms, bonded maintenance outside special zones has emerged as a key driver for enhancing quality and efficiency within the aviation maintenance industry.

Seizing Policy Dividends to Expand into the International Market
Based in Changzhou, Jiangsu, Jiangsu New United Goderich Aviation possesses hangar facilities and supporting capabilities capable of servicing both wide-body and narrow-body aircraft. The approval of this project will further enhance the customs clearance and bonded supervision conditions necessary for the company to undertake international aircraft maintenance business. It lays a crucial foundation for the company to serve overseas airlines, aircraft leasing companies, and other aviation asset holders within the scope of its existing maintenance licenses.
A representative from Jiangsu New United Goderich Aviation stated, "The granting of the 'bonded maintenance outside the special customs zone' qualification brings significant development opportunities to the enterprise. Leveraging this bonded policy, both aircraft sent from abroad for maintenance and the associated spare parts can enjoy bonded status; this not only alleviates pressure on working capital but also streamlines cross-border customs clearance procedures, solidifying the foundation for securing international maintenance orders. The company will strictly adhere to regulatory requirements from departments such as commerce, customs, environmental protection, and civil aviation, while continuously improving its maintenance management and digital traceability systems to further enhance its international maintenance service capabilities."

汇聚政企合力,护航项目落地
Throughout the project application and implementation process, various levels of government in Changzhou—including Changzhou Customs, the Commerce Bureau, and the Environmental Protection Bureau—collaborated to provide proactive support. Recognizing the high policy thresholds and complex operational chains associated with global bonded maintenance services conducted outside of bonded zones, they established a dedicated task force to interpret policies and assist the enterprise.
Changzhou Customs conducted multiple on-site visits and surveys at the company. Taking into account Jiangsu New United Goderich Aviation’s specific conditions—such as its hangar facilities, maintenance capacity, information management systems, and corporate credit standing—officials provided a detailed breakdown of relevant policies from the Ministry of Commerce and Customs authorities, while identifying key challenges and potential risks in the application process. A representative from Changzhou Customs stated that the agency would continue to offer operational guidance and implement precise, efficient regulatory services tailored to the characteristics of the aviation maintenance industry and the company’s actual operational needs, thereby safeguarding the high-quality development of the regional aviation maintenance sector.
Moving forward, Jiangsu New United Goderich Aviation intends to leverage this project approval as a springboard to accelerate the development of its international maintenance capabilities and expand into overseas markets. While strictly adhering to all regulatory requirements, the company aims to capitalize on Changzhou’s aviation industry foundation and geographical advantages, contributing further to the high-quality development of the aviation maintenance industry in Jiangsu and the Yangtze River Delta region.
